The Czech Ministry of the Environment has made a move to reduce the administrative burden associated with the European Packaging and Packaging Waste Regulation (PPWR). The initiative aims to create clear rules for transport packaging and is supported by the Syba Packaging Institute. To advance the proposed changes, the Czech government is now seeking support from businesses and associations across Europe.
The proposal by the Czech Ministry of the Environment contains two key measures. Firstly, it proposes the introduction of a de minimis threshold below which small packaging producers would be exempt from registration requirements and obligations under extended producer responsibility (EPR). This measure aims to reduce costs for small producers who sell only limited quantities to other EU countries.
The second proposal relates to clarifying the definition of packaging as well as „producer“ or „manufacturer“, particularly in the context of transport, group and sales packaging. The aim is to define responsibilities within the supply chain more clearly and to avoid unnecessary administrative burden.
Evaluation of transport packaging
A central element of the discussion is the evaluation of transport packaging. The Syba packaging institute highlights that a standard pallet used for the transport of goods comprises various packaging elements, the interaction of which is crucial for stability and functionality. The challenge is that suppliers of individual components, such as stretch films, often do not know the entire configuration and therefore cannot reliably assess conformity.
Iva Werbynská from the Syba Packaging Institute emphasises that the responsibility for the conformity of the entire transport packaging should lie with the operator who determines the final configuration. This would enable a more efficient use of information and avoid unnecessary duplication of effort.
Industry support required
To make the Czech initiative a success, Syba is calling on manufacturers, retailers, packaging suppliers and trade associations across Europe to support the proposals. Companies are invited to share their experiences with existing requirements and the associated costs to support the change process.
The aim of the proposal is not to weaken the environmental requirements of the PPWR, but to create regulations that are practicable while ensuring the conformity of the final packaging. The Czech initiative could therefore be a step towards reducing the administrative burden in the packaging industry.
