What it is about

The PPWR (Regulation (EU) 2025/40) regulates packaging and packaging waste uniformly across the EU. It replaces the previous Packaging Directive and has been directly applicable in every Member State since 12 August 2026. Art. 71 PPWR. The basic idea: packaging should be reduced, contain fewer harmful substances, be recyclable and be reused more frequently – and anyone who places it on the market must be able to prove this.

Who the PPWR affects

Virtually every company that manufactures, fills, imports or distributes packaging. The regulation distributes obligations according to roles: The Manufacturer bears the compliance obligations Art. 15 PPWRthe producer product responsibility for disposal Art. 3(1)(15) PPWR, Importers and Distributor have their own inspection obligations Art. 18, 19 PPWR. A company can hold multiple roles at the same time – varying by product line. Read more in the article The roles of the PPWR.

What do I need to do first?

Establish which roles your company has per product line – all further obligations depend on this (Articles 15–21 PPWR). Afterwards: record the portfolio, check substance limits, document conformity.

Does the PPWR also apply to small businesses?

Basically yes – it ties into activities, not company size. For micro-enterprises, there are specific special rules, for example regarding producer allocation (Art. 3(1)(13)(b), Art. 21 PPWR).
