Why now is the right time to set the course.<\/strong><\/p>\n<p class=\"p1\">Around 80 million tonnes of packaging waste are generated in the European Union every year - and much of it could be recycled much more efficiently. This is the key finding of a new study by the Berlin-based think tank <span class=\"s1\"><b>adelphi<\/b><\/span>, which analysed the design and management of national packaging systems in eight EU member states.<\/p>\n<p class=\"p1\">The core message: <span class=\"s1\"><b>It is not just technical requirements or collection rates that determine success<\/b><\/span>, but above all the <i>Governance<\/i> - i.e. how responsibilities and tasks are distributed between producers, authorities and organisations. Countries in which producer organisations (so-called PROs - Producer Responsibility Organisations) <span class=\"s1\"><b>complete operational and material control<\/b><\/span> about the system and <span class=\"s1\"><b>bear all costs<\/b><\/span>, perform significantly better.<\/p><div class=\"packa-in-post-alle\" style=\"text-align: center;\" id=\"packa-222519996\"><div id=\"packa-3960599872\"><a data-no-instant=\"1\" href=\"https:\/\/packaging-journal.de\/en\/newsletter\/\" rel=\"noopener\" class=\"a2t-link\" target=\"_blank\" aria-label=\"PJ Self-promotion English 03\"><!--noptimize--><img src=\"https:\/\/packaging-journal.de\/wp-content\/uploads\/2026\/01\/PJ-Eigenwerbung-English-03.png\" alt=\"\"  srcset=\"https:\/\/packaging-journal.de\/wp-content\/uploads\/2026\/01\/PJ-Eigenwerbung-English-03.png 840w, https:\/\/packaging-journal.de\/wp-content\/uploads\/2026\/01\/PJ-Eigenwerbung-English-03-300x75.png 300w, https:\/\/packaging-journal.de\/wp-content\/uploads\/2026\/01\/PJ-Eigenwerbung-English-03-768x192.png 768w, https:\/\/packaging-journal.de\/wp-content\/uploads\/2026\/01\/PJ-Eigenwerbung-English-03-18x5.png 18w, https:\/\/packaging-journal.de\/wp-content\/uploads\/2026\/01\/PJ-Eigenwerbung-English-03-332x83.png 332w, https:\/\/packaging-journal.de\/wp-content\/uploads\/2026\/01\/PJ-Eigenwerbung-English-03-664x166.png 664w, https:\/\/packaging-journal.de\/wp-content\/uploads\/2026\/01\/PJ-Eigenwerbung-English-03-688x172.png 688w\" sizes=\"(max-width: 840px) 100vw, 840px\" width=\"840\" height=\"210\"  style=\" max-width: 100%; height: auto;\" \/><!--\/noptimize--><\/a><\/div><\/div>\n<h2><b>Four principles for efficient packaging recycling<\/b><\/h2>\n<p class=\"p1\">The adelphi study identifies <span class=\"s1\"><b>four design features<\/b><\/span>, which, in combination, lead to measurably better recycling rates and lower system costs:<\/p>\n<ol start=\"1\">\n<li>\n<p class=\"p1\"><span class=\"s1\"><b>Operational responsibility<\/b><\/span>The PROs control the entire process - from collection to sorting and recycling.<\/p>\n<\/li>\n<li>\n<p class=\"p1\"><span class=\"s1\"><b>Material responsibility<\/b><\/span>They control the material flow, i.e. which packaging is handled and how.<\/p>\n<\/li>\n<li>\n<p class=\"p1\"><span class=\"s1\"><b>Full cost coverage by the manufacturer<\/b><\/span>: To create incentives to increase efficiency.<\/p>\n<\/li>\n<li>\n<p class=\"p1\"><span class=\"s1\"><b>Independent supervision<\/b><\/span>Transparent monitoring by independent authorities.<\/p>\n<\/li>\n<\/ol>\n<p class=\"p1\">According to the study, systems with these properties deliver <i>not only better ecological results<\/i>, but are also <i>more cost-stable and innovation-friendly<\/i>.<\/p>\n<h2><b>Germany in the top third of performers - but with room for improvement<\/b><\/h2>\n<p class=\"p1\">The country analysis shows that Germany already achieves relatively high recycling rates. <span class=\"s1\"><b>The weighted rate for household plastics is 76.1 %<\/b><\/span>, if seized PET is taken into account. Belgium follows with 60.8 %. For glass, Belgium is ahead with 97.8 % and Germany with 88.5 %.<\/p>\n<p class=\"p1\">Another key result: <span class=\"s1\"><b>Nationally organised competition between PROs<\/b><\/span> can further increase performance - as long as there is clear manufacturer responsibility and transparent structures.<\/p>\n<h2><b>A \u201enow or never\u201c moment for setting the political course<\/b><\/h2>\n<p class=\"p1\">The background to the publication is the ongoing implementation process of the new <span class=\"s1\"><b>EU packaging regulation (PPWR)<\/b><\/span> and the national reforms within the <span class=\"s1\"><b>Circular Economy Act (CEA)<\/b><\/span>. Decisions in the years 2025 and 2026 regarding <span class=\"s1\"><b>Supervisory structures, allocation of roles, tenders or data management<\/b><\/span>will characterise packaging recycling for a decade.<\/p>\n<blockquote><p>\u201eAccountability is the foundation, competition acts as an accelerator. When PROs take over operational control and management of material flows, countries can achieve higher recycling rates per euro invested.\u201c (Co-author <span class=\"s1\"><b>Paolo Facco)<\/b><\/span><\/p><\/blockquote>\n<p class=\"p1\">The Berlin-based think tank <span class=\"s1\"><b>adelphi<\/b><\/span> describes itself as one of Europe's leading think-and-do tanks for the environment, climate and sustainable development.
