The application of the European Packaging and Packaging Waste Regulation (PPWR) from August 12th marks a significant turning point for the packaging industry in Germany. To meet the requirements of this regulation, the Central Agency Packaging Register (ZSVR) has expanded its management structure. Dr. Alexander Dr\u00f6ge is joining the ZSVR's board, while Franziska Safak has been appointed as the new Secretary General.<\/strong><\/p>\r\n\r\n\r\n\r\n\r\n\r\n

The ZSVR is facing the growing complexity of legal classification, which is necessitated by the close interplay of national and European law. The board now consists of Gunda Rachut and Dr. Alexander Dr\u00f6ge, with Rachut taking on the chairmanship. Dr. Dr\u00f6ge brings extensive expertise in law, administration, compliance, and finance and will be responsible for the central business areas of law, administration, and human resources.<\/p>\r\n\r\n\r\n\r\n

This personnel reinforcement is a strategic response to the new challenges arising from the PPWR and the future Packaging Act Implementation Law (VerpackDG). Gunda Rachut emphasises that the expansion of the foundation's management strategically and organisationally repositions the ZSVR to efficiently manage the requirements.<\/p>

Further development of the ZSVR system landscapes<\/h2>\r\n\r\n\r\n\r\n

The ZSVR's digital orientation requires not only legal expertise but also in-depth knowledge of data, IT, and processes. Against this backdrop, Franziska Safak is appointed Secretary General. With her many years of experience in a dual system and her knowledge of complex process and system landscapes, she possesses the ideal qualifications for this role.<\/p>\r\n\r\n\r\n\r\n

In her new role, Safak is responsible for the further development of the foundation's IT infrastructure, ensuring that the technological base is future-proof. These measures are crucial to guarantee the digital future viability of the ZSVR's system landscape.<\/p>\r\n\r\n\r\n\r\n

Paradigm shift through the PPWR<\/h2>\r\n\r\n\r\n\r\n

The application of the PPWR marks a paradigm shift for packaging recycling in Germany. While the ZSVR continues to see the monitoring of compliance with packaging legal obligations in Germany as its central task, European harmonisation is increasingly gaining importance. Particular focus is placed on combating under-participation, which is a prerequisite for effective and transparent market surveillance.<\/p>\r\n\r\n\r\n\r\n

With the network founded on the initiative of the foundation European National Registers<\/a> (EUNR) lays the foundation for consistent application of the regulations across the entire internal market. This underscores the importance of a coordinated European strategy to master the challenges of modern packaging regulation.<\/p>\r\n\r\n\r\n\r\n

Focus on strategy and the European network<\/h2>\r\n\r\n\r\n\r\n

The restructuring of the management team will allow Gunda Rachut to concentrate more on fundamental strategic issues and overall steering. In addition, she will assume the presidency of the European network EUNR. ZSVR is thus acknowledging the fact that modern packaging regulation can no longer be considered purely at a national level.<\/p>\r\n\r\n\r\n\r\n\r\n\r\n
