The German Federation of Printing and Media (BVDM) is pushing for further simplifications of the EU Deforestation Regulation (EUDR) and is particularly calling for greater legal certainty for manufacturers of packaging and labels. The relief package presented by the EU Commission at the beginning of May is not sufficient to effectively reduce the bureaucratic burdens in the paper-based value chain.<\/strong><\/p>\n

In the association's view, packaging and label manufacturers require clear specifications on which EUDR obligations they themselves must fulfil and which responsibilities lie with their customers. Although the BVDM welcomes the announced clarification within the scope of a delegated act, it still sees a significant need for further concretisation.<\/p>\n

Criticism of documentation requirements<\/h2>\n

The association is particularly critical of the planned registration and documentation obligations for companies in the downstream supply chain. The obligation to register in the EU system TRACES, as well as the transmission and storage of reference numbers, would cause a considerable administrative burden, particularly for paper and packaging supplies. Due to material admixtures, numerous reference numbers could arise per delivery.<\/p>

The BVDM is therefore calling for responsibility to be consistently focused on the initial marketers of raw materials. Packaging manufacturers who source their materials within the EU must be able to rely on the fact that the necessary due diligence obligations have already been met.<\/p>\n

Warning regarding recalls and destruction<\/h2>\n

The association also sharply criticises potential corrective measures for infringements of the EUDR. As currently drafted, in extreme cases, packaging or other paper products could be removed from the market, recalled, or destroyed, even though the affected companies themselves have not committed any breach of duty.<\/p>\n

This is said to be disproportionate, especially regarding packaging. Due to global supply chains, even a minor violation in a country of origin could lead to entire batches of paper or packaging made from it being classified as non-compliant. The destruction of such products would, in the opinion of the BVDM, neither contribute to combating deforestation nor be ecologically sensible. Instead, the association advocates for financial penalties in cases of provable violations.<\/p>\n

Requirement for clarification on product classification<\/h2>\n

Furthermore, the BVDM is calling for greater legal certainty in the classification of paper and print products under the relevant customs tariff numbers. This classification determines whether a product falls under the EUDR or not. The association sees a risk of differing interpretations by companies and authorities, particularly with products that have packaging and information functions.<\/p>\n

The BVDM fully supports the objectives of the Deforestation Regulation, but calls for a more practical design of the rules for the paper and packaging processing industry.<\/p>\n
