As reported by the industry association Eurosac at its annual congress in Bordeaux, deliveries increased by 2.7 percent to 5.69 billion units. Paper sacks for building materials, foodstuffs, and milk powder were particularly in demand.<\/strong><\/p>\n<p>Growth drivers were particularly non-cement building materials, with an increase of 2.2 percent. The food (+5.4 percent) and milk powder (+6.3 percent) segments developed even more dynamically. Italy remained the largest European market for paper bags, followed by Germany and Turkey.<\/p>\n<p>However, the positive trend did not continue at the start of the current year. In the first quarter of 2026, deliveries across Europe declined by 1.4 percent. Nevertheless, the construction materials and milk powder segments continued to record growth. There, domestic deliveries of paper bags increased by 2.2 percent in 2025 before falling by 3.6 percent in the first quarter of 2026.<\/p>\n<h2>\u201eTurning regulations into opportunities\u201c<\/h2>\n<p>The association themed its congress on market development as \u201eTransforming Regulations into Opportunities.\u201c Participants discussed, among other things, the effects of the European Packaging and Packaging Waste Regulation (PPWR), new circular economy requirements, and initiatives to improve the industry's sustainability performance. Roberta Colotta from Flexible Packaging Europe emphasised that paper sacks already fulfil many properties that the PPWR aims to promote more strongly in the future, including recyclability and resource efficiency.<\/p>\n<p>More than 160 industry representatives attended the congress. Furthermore, several packaging innovations were recognised as part of the Eurosac Grand Prix Awards. The Gold Award went to Gascogne for its \u201eSingleLip Paper\u201c packaging solution, Silver to Billerud for \u201eQuickFill Plus Xcel\u201c, and Bronze to dy-pack for \u201ehandy\u00b2\u201c. Mondi received the Industry Special Award.<\/p>\n<h2>Regulation and the circular economy are shaping the agenda<\/h2>\n<p>Alongside market figures, future regulatory frameworks were also a focus at the congress. Discussions included, among others, the PPWR, the industry's net-zero pathway, current carbon footprint studies, and the Construction Goes Circular recycling initiative.
