Central to this is a new ordinance on packaging, which will replace the previous ordinance on beverage packaging from the beginning of 2027 and, for the first time, will set requirements for all types of packaging. The aim is to reduce packaging waste, expand recycling, and promote the use of recycled materials.

The new regulation mandates that packaging should be as recyclable as possible and increasingly made from recycled materials. Furthermore, unnecessary packaging and substances of very high concern must be avoided. For plastic packaging, a minimum recycling rate of 55 percent will apply in the future, while for beverage cartons, this will be 70 percent. Manufacturers and retailers of single-use plastic packaging will also be obliged to offer separate collection systems to their customers.

With the new regulations, the Federal Council is implementing, among other things, the mandate to the government to promote plastic recycling and the legal requirements of the parliamentary initiative to strengthen the Swiss circular economy. Furthermore, in the future, other glass packaging, for example for foodstuffs, will be included in the advance recycling fee and thus contribute to the financing of disposal. An exception to the deposit obligation will remain for beverage packaging.

Recycling takes priority in waste law

In parallel, the Ordinance on the Prevention and Disposal of Waste (VVEA) has been amended.
