These guidelines are intended to clarify which products are covered by the directive.<\/p>\n<p>The publication of the guidelines was actually planned for July 2020, but was delayed several times due to the excessive complexity of the directive and a dispute over its scope. The <a href=\"https:\/\/kunststoffverpackungen.de\/\" target=\"_blank\" rel=\"noopener\" data-schema-attribute=\"\">IK Industrial Association for Plastic Packaging<\/a> had criticised the fact that due to the delays<strong> many companies are not in a position to adapt their products to the requirements applicable from 3 July 2021<\/strong>. Violations of the new requirements should therefore only be penalised from January 2022, the IK demands.<\/p>\n<p>The IK also takes a critical view of the content of the new guidelines: \u201eUnfortunately, the Commission <strong>missed the chance<\/strong>, The Commission's aim is not to provide practical assistance to companies, member states and enforcement authorities in implementing the directive. This confirms the aim of the directive to <strong>Combating littering<\/strong>.<\/p>\n<blockquote>\n<figure id=\"attachment_30018\" aria-describedby=\"caption-attachment-30018\" style=\"width: 300px\" class=\"wp-caption alignleft\"><img fetchpriority=\"high\" decoding=\"async\" class=\"size-medium wp-image-30018\" src=\"https:\/\/packaging-journal.de\/wp-content\/uploads\/2020\/01\/martin_engelmann_ik-e1579080215613-300x225.jpg\" alt=\"IK Managing Director Dr Martin Engelmann. However, its proposal to use the same limit value for food packaging as for beverage containers, namely 3 litres, completely ignores the criterion.\u201c <strong>Martin Engelmann<\/strong>, Managing Director of the IK.<\/p><\/blockquote>\n<p>This would significantly extend the scope of the directive. After all, packaging for to-go food, especially single portions, is considerably smaller. \u201eWith this proposal, the Commission is clearly exceeding its competences.\u201c Engelmann also criticises <strong>Different criteria for rigid and flexible food packaging<\/strong>, although both types of packaging should be treated equally in terms of litter prevention. Finally, there is no indication in the guidelines that food packaging with more than one portion and so-called multipacks are expressly excluded from the directive.<\/p><div id=\"packa-3912496849\" class=\"packa-inhalt\"><!--noptimize--><script async src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-2686439340972671\" crossorigin=\"anonymous\"><\/script>\r\n<ins class=\"adsbygoogle\" style=\"display:block;text-align:center\" data-ad-layout=\"in-article\" data-ad-format=\"fluid\" data-ad-client=\"ca-pub-2686439340972671\" data-ad-slot=\"6171251825\"><\/ins>\r\n<script>\r\n     (adsbygoogle = window.adsbygoogle || []).push({});\r\n<\/script><!--\/noptimize--><\/div>\n<p>\u201eTo our regret, the guidelines have become the battleground for an ideological debate about plastic packaging,\u201c says Engelmann, summarising the months-long discussion.
