ZSVR launches digital portal for the enforcement of the Packaging Act
With the new ‚Lucid Authority Portal‘, the Central Agency Packaging Register (ZSVR) is making the exchange between the authorities of the federal states and the ZSVR faster and more target-orientated.

The Central Agency Packaging Register (ZSVR) is driving forward strategic digitalisation with the new 'Lucid Authority Portal'. It makes the exchange between the authorities of the federal states and the ZSVR faster and more target-orientated.
Since 12 April 2021, the new Lucid government portal available. This makes the transmission of evidence files easier and more secure. The portal provides the competent state authorities with the Suspected administrative offences automated in digital form ready.
The vast majority of employees of the state enforcement authorities and their supervisory authorities each have personalised access to the digital portal. They can download and process documented suspected cases there. This speeds up enforcement. At the same time Lucid increases data security compared to the traditional transmission of suspicious cases by e-mail using encryption technologies. The Central Agency has two overarching goals: The recycling market must function and the Packaging Act must be effective.

Digital portal strengthens the exchange
The Lucid authority portal works in two directions. The exchange between the enforcement authorities and the ZSVR The ZSVR provides data records and the enforcement authorities themselves have the option of actively requesting information from the ZSVR. The processors can also request so-called inspection templates if there are reasonable grounds to suspect that a company is violating its does not or does not adequately fulfil its obligations under the Packaging Act. In addition, the history of case processing can be taken directly from the portal in future.
The connected authorities can create individual analyses and query data in order to carry out targeted enforcement in the respective federal state. In the medium term, it is planned that the enforcement authorities will also receive information on the Packaging collection volumes and the systems' volume flow verification reports get.
Compliance and enforcement are of great importance for the effectiveness of the Packaging Act. Since 2019, the ZSVR around 6,000 administrative offences identified. Enforcement is the responsibility of the relevant state authorities once the eFiles have been submitted.
