The Central Agency Packaging Register (ZSVR) has defined which types of packaging must be reported under the new Packaging Act. The Osnabrück-based institution has now presented a catalogue that clearly allocates the vast majority of packaging to which recycling system it should be assigned.
The new Catalogue contains a guide and also lists 36 product groups with 417 individual data sheets on. In this way, all relevant consumer goods are to be Packaging Act are described. Above all, it clearly specifies which packaging is subject to system participation. Service packaging such as carrier bags and disposable coffee cups are categorised across the board as subject to system participation as they end up almost exclusively with private end consumers. Shipping packaging is listed separately in the catalogue. The vast majority of these are also subject to system participation.
200 million euros in lost revenue due to non-reporting
The catalogue is the ZSVR's response to the fact that in the past, significantly too little packaging was reported to the recycling systems due to the use of room for manoeuvre. The revenue lost by the systems as a result is estimated at around 200 million euros. The catalogue is currently undergoing a Consultation phase. Organisations and institutions affected by the catalogue have until 21 September 2018 to submit their comments. The ZSVR will review the comments and present the finalised catalogue in October. The catalogue will serve as an administrative regulation.
