FSSAI draft bans PFAS in food contact materials

For manufacturers of food packaging and materials in India - and for exporters to the market - the planned changes mark a clear regulatory shift.

The Indian Food Safety and Standards Authority (FSSAI) has submitted a draft amendment to the Food Safety and Standards (Packaging) Regulations. The text provides for a ban on PFAS in food contact materials and BPA-free materials made from polycarbonate and epoxy resins.

The draft, dated 6 October 2025, adds two new points to the general requirements of the Packaging Ordinance: Poly- and perfluoroalkyl substances (PFAS) may no longer be used in the manufacture of food contact materials; in addition, food contact materials made from polycarbonate and epoxy resins must be free from bisphenol A (BPA) and its derivatives.

Deadline and procedure for comments

The draft is reviewed after 60 days from the date on which the official gazette was made available to the public with the announcement.
