German paper sack industry reports stable market development in 2024

The German paper sack industry recorded growth of 1.1 per cent in 2024, but is faced with increasing regulatory requirements.

Gemeinschaft Papiersackindustrie e. V. (GemPSI) publishes its industry barometer 2025 and confirms a stable development for the past year. Demand for paper sacks increased in the building materials, chemicals, food (excluding milk powder), animal feed and minerals sectors. However, the industry recorded declines in cement, milk powder and seeds.

On a scale of 1 („very good“) to 5 („very poor“), the member companies rated their business situation at 3.2 points.

EU regulations are changing the market

With the EU packaging regulation (PPWR) and the EU regulation for deforestation-free products (EUDR) companies are facing new challenges. These requirements demanded a Increased proof of the recyclability of packaging as well as a complete Documentation of the origin of raw materials.

Alfred Rockenfeller, Chairman of GemPSI, emphasises: „The new requirements increase the need for advice in the supply chain. We are making targeted investments in training and information programmes for our members.“

Outlook 2025: optimism despite uncertainties

Despite regulatory hurdles, the industry is looking Cautiously optimistic While the market in traditional industrial sectors is stable, the increased demand for sustainable packaging and investments in Recyclable solutions the development.

Sustainability remains a key driver of the paper sack industry. The established REPASACK take-back and recycling system is becoming increasingly important in order to strengthen the circular economy in the packaging industry.
