Gemeinschaft Papiersackindustrie e. V. (GemPSI) is setting the course for upcoming EU requirements. With a view to the EU Packaging Regulation (PPWR) and the Deforestation Regulation (EUDR), the industry is working intensively on the implementation of regulatory requirements - from recycling to due diligence obligations.
The German paper sack industry is facing far-reaching regulatory changes. In particular, the EU Packaging Ordinance (PPWR) and the new EU Deforestation Regulation (EUDR) require extensive adjustments to production, documentation and recycling processes. The GemPSI members are currently checking their product ranges and supply chains for conformity and develop solutions to adapt their packaging to the new requirements.
New rules on deforestation from the end of 2025
The EUDR, in force since June 2023, replaces the previous EU Timber Regulation (EUTR). The aim is to combat global deforestation and forest degradation. For timber products, including including paper bags, the obligation to introduce a due diligence system will apply from 30 December 2025. This includes supplier data, proof of geolocalisation and a digital due diligence declaration via the TRACES NT platform.
Small and medium-sized enterprises are exempt from certain documentation requirements. Nevertheless, GemPSI Managing Director Karsten Hunger emphasises that customers do not need any proof of EUDR compliance. the industry guarantees legally compliant paper bags, as soon as this is necessary.
Recyclability becomes a decisive factor
The PPWR came into force on 11 February 2025 and replaces the previous Packaging Directive. From 2030, packaging must achieve at least 70 per cent recyclability, otherwise it may be excluded from the market. This figure will rise to 80 per cent by 2038. The exact criteria for categorisation are still pending, but According to GemPSI, many current paper bags already fulfil the requirements. In addition, the actual recycling rate must be proven from 2035. Here, the association refers to the established REPASACK take-back system as a European model.
Call for dialogue instead of catalogues of demands
The implementation of the new requirements means an increased administrative burden. GemPSI appeals to customers to seek dialogue with manufacturers, to develop practicable solutions. The association provides webinars and information material and emphasises that its members can continue to offer efficient, legally compliant packaging solutions in the future.
