The European Chemicals Agency (ECHA) has launched a data collection exercise to gather information for the preparation of a study report under the new Packaging and Packaging Waste Regulation (PPWR). Data is being sought on packaging, the substances it contains, packaging waste and waste management and recycling technologies.
The aim of the survey is to support ECHA in identifying substances of very high concern in packaging. The report is also intended to examine possible follow-up measures - such as restrictions on certain substances in packaging.
The PPWR has been in force since 11 February 2025 and replaces the previous EU Packaging Directive. It aims to reduce the amount of packaging and packaging waste, minimise the use of primary raw materials and promote the circular economy.
ECHA is particularly looking for information on packaging materials used, substances used, production and recycling processes and quantities. The contributions are intended to form a sound basis for the study report that the Agency is preparing on behalf of the European Commission.
Companies along the entire supply chain are in demand
The survey is aimed at companies along the entire packaging supply chain - including manufacturers, importers, retailers, downstream users and waste and recycling companies. In addition, scientific institutions, NGOs, national authorities and international organisations are also invited to submit relevant documents or data.
Participation is primarily open to players from the EU and the EEA, but non-EU companies can also contribute information if their products or data are relevant to the European market. All information submitted confidentially will be treated with appropriate protection, according to a statement from Helsinki.
