According to the district office, around 42,000 plastic and paper cups are thrown away every day in Friedrichshain-Kreuzberg alone. Lined up end to end, this amount of rubbish would fill the stretch from Frankfurter Allee S-Bahn station to Alexanderplatz. The district has had to spend more and more money on cleaning the parks for years.

According to the district office, there is nothing legally standing in the way of its introduction, citing a decision by the Federal Administrative Court, which recently confirmed the legality of the municipal packaging tax in Tübingen. As a result, several cities had announced that they were considering the introduction of such a tax. These include Mönchengladbach, Dortmund, Düsseldorf and Freiburg as well as Gummersbach and Constance.
