The Forum Rezyklat is addressing the need for a standardised declaration of conformity and is currently developing a joint template for the relevant stakeholders in the packaging value chain.
The Packaging and Packaging Waste Regulation, or PPWR for short, places obligations on manufacturers and distributors of packaging, includes the declaration of conformity from August 2026. This is a comprehensive self-declaration with which the stakeholders prove that their packaging fulfils the requirements of the EU Packaging Regulation. The declaration applies to all companies along the supply chain, as without transparent data exchange, information cannot be passed on or can only be passed on to a limited extent. Each partner of the distributors has the role of a data supplier here.
The Recyclate Forum is addressing this challenge and the resulting need for a standardised declaration of conformity. The experts are currently working on a joint template for the affected stakeholders in the packaging value chain. It should take into account all the information required by the PPWR and understandable, which are listed in Articles 5 to 12. The prerequisite for this is that the technical documentation in accordance with the EU Packaging Regulation is complete.
Standardised template strengthens implementation security and promotes collaboration
A common format can help companies to systematically record the necessary information and to document and report the conformity of their packaging in a standardised way. Through standardised understanding, this cooperation promotes consistency in data and information, prevents misunderstandings and thus leads to efficient data transfer.
„The declaration of compliance is a central component of the PPWR and we want to ensure that all stakeholders have the necessary information and tools to fulfil the new requirements. A standardised template will help stakeholders maintain an overview and facilitate implementation.“
Lilith Lauk, Senior Sustainability Engineer at Henkel and head of this activity in the Recyclate Forum
The release of the template is planned for this year. The document will be available to all market participants as a free download via the forum website. In the meantime, the Recyclate Forum is happy to receive further perspectives.
