PackUK has published its operational plan for 2026-2027, outlining the implementation of Extended Producer Responsibility (EPR) for packaging in the UK. The report details how fees will be collected, costs distributed, and key mechanisms such as the recycling score will be applied in the future.
In the system's second year of operation, the system operator primarily aims to stabilise and further develop the implementation of EPR requirements. In the first year alone, payment obligations to local authorities were forecast at around £1.44 billion. At the same time, subsequent data corrections by manufacturers highlighted the importance of robust data foundations for fee calculation.
Fee model with a focus on recyclability
For the 2026/27 year, PackUK anticipates packaging waste disposal costs of approximately £1.47 billion. Including administrative and other costs, this results in a total figure of around £1.56 billion, which is to be covered by producer fees.
For the first time, fees will be more differentiated according to the recyclability of packaging. The basis for this is the so-called Recyclability Assessment Methodology, which is used to classify packaging into different categories. This classification directly affects the amount of fees to be paid.
PackUK will also work with environmental agencies to further improve the quality of reported data, to stabilise calculations and reduce retrospective adjustments.
New structure for control and collaboration
Alongside the further development of the fee model, PackUK is expanding its governance structure. An overarching control system for all four constituent countries of the United Kingdom is planned, supplemented by several advisory bodies along the packaging value chain.
Furthermore, a Producer Responsibility Organisation is to be established, which will take on operational tasks in the future, for example in communication or in the further development of assessment methods. The appointment of this organisation was planned for March 2026.
Digital processes and fixed times for recalculations
A central element of the system is a digital platform, through which manufacturers report their data, fees are calculated and payments are processed. The aim is a uniform and low-error processing of information.
To increase predictability, PackUK intends to regulate the handling of subsequent data changes more strictly. New data from municipalities will generally no longer be included in calculations for the current year after 1 May 2026. Furthermore, fixed points for recalculations of fees are planned for manufacturers.
With the operational plan, PackUK concretises central elements of the UK's EPR system and creates the foundation for further implementation in the second year of operation.
