The Austrian corrugated board industry is grappling with rising costs and regulatory challenges. Despite stable demand, the environment remains tense.

The Austrian corrugated board industry faces a variety of challenges in 2026. Despite stable demand for corrugated board packaging, volatile raw material prices, high energy costs, and a subdued consumer mood are burdening the sector. In 2025, production volume decreased by 1.6 percent, while revenue rose by only 0.7 percent to 509 million euros.

System relevance of the corrugated board industry

Cardboard packaging is essential for the supply chains of industry, trade, and the general public. The main customers are food and beverage manufacturers, accounting for around 46 percent of production. A further 20 percent is used for durable goods such as machinery and electronics, while e-commerce accounts for approximately 9 percent of demand. Around 42 percent of the cardboard produced in Austria is exported.

Rising costs and regulatory challenges

The industry expects further pressure in 2026 due to rising prices for energy, raw materials, and logistics. According to Stephan Kaar, spokesperson for Forum Wellpappe Austria, the coming months are difficult to predict. Despite strong regional and European supply chains and high recycling rates, supply remains secure. At the same time, the bureaucratic burden is increasing considerably due to new EU and national regulations.

Opportunities through the EU Packaging Regulation

The EU Packaging and Packaging Waste Regulation (PPWR), which will apply from August 2026, also offers opportunities for a harmonised circular economy. If implemented correctly, it could strengthen sustainable corrugated cardboard solutions. Corrugated cardboard already consists of 88 percent recycled paper and is recycled to over 90 percent in Austria.

The Austrian corrugated board industry continuously invests in modern production processes and innovative packaging solutions. The annual Corrugated Board Adventure Days and the Corrugated Board Austria Award underscore the sector's innovative strength.
