„Large manufacturers have already regularly put their contracts with a dual system to the test in the past and put packaging licensing out to tender at least every two years. There is no uniform procedure for small and medium-sized manufacturers. Should §21 VerpackG be comprehensively amended in the current legislative period as planned or the PPWR be passed next year, I assume that the cooperation between manufacturers and the dual system will change comprehensively in this respect.
