The Packaging Act has been in force for a good quarter of a year. How do the notifications to the Central Packaging Register LUCID and the dual systems work in practice? packaging journal asked the Rhineland-Nassau Farmers' and Winegrowers' Association (BWV). Farmers and Winegrowers with direct sales or a farm shop sell packaged products to end customers. Better prices through framework agreements

But after the announcement that RKD was discontinuing the licensing division, BWV had to look for a dual system partner again.

The association took over the search for a licensor as an additional service for its members. They save time if they can fall back on a framework agreement that has been checked by the association. They also benefit from significantly more favourable prices, as higher prices are agreed with the dual system. Purchase quantities could be negotiated.
Considerable need for counselling
Together with her team at BWV, Dr Petra Paul was in close contact with her association members, the packaging register and the dual systems in the first few months of the year. Many questions had to be answered, Support for and Ambiguities be removed. „That tied up labour here for many weeks,“ she recalls.

How did the launch of the LUCID packaging register go from the dual systems' perspective? We have contacted some of you in demand. They were generally satisfied, but reported one or two problems.

Bureaucracy has increased

When the packaging register was launched last autumn following the delayed provision of the necessary Software As the harvest started slowly, it was a very unfavourable time for the farmers and winegrowers in the BWV to take care of proper registration and reporting. For the winegrowers, the grape harvest was imminent. Nevertheless, they were forced to take time for administrative work because otherwise, according to the Packaging Act, high Fines threatened.
The missing identification number
If they then wanted to register with LUCID, which is only possible online, and had the necessary Internet connection - not a matter of course for small winegrowers and farmers! -They were faced with an insurmountable hurdle: The „national identification“ of their company was required, i.e. a Commercial register or association register number. „In this respect, the packaging register was not ready for practical use,“ says Dr Petra Paul. Farmers and winegrowers have nothing of the sort. The BWV achieved that the packaging register now also includes a Employer's liability insurance association number accepted.
